Charter:
This group is for highspeed (broadband) posting of any anime-related video
files. (Anime is animation intended primarily for a Japanese audience but
enjoys world-wide popularity.) The video file may be a commercial, trailer,
music video, OP (opening credits video clip), ED (ending credits video
clip), special, or an entire episode or movie of anything specifically
anime-related, including free fansubs which are widely unavailable to most
people. (Check legal issues in your area, as it is beyond the scope of this
proposal to cover the varying acceptance/legality [or lack thereof] of
fansubs in individual nations and/or lesser governmental units.)

There is no daily posting limit. a.b.m.a.highspeed will be governed by this
charter and/or any future newsgroup FAQ. Additionally, all posters and
downloaders are encouraged to follow all recommendations of the
alt.binaries.multimedia.anime FAQ (except its posting limit) until such time
as a FAQ for a.b.m.a.highspeed is adopted. In the event that the
participants in ABMA.highspeed adopt a FAQ, it will carry the full authority
of this charter.

Things that should be posted in other, more appropriate anime-related
newsgroups and not be posted to alt.binaries.multimedia.anime.highspeed:

- DVD ISOs: go to alt.binaries.dvd.anime
- Non-pornographic pictures/art books/screen captures/fanart: go to
alt.binaries.pictures.anime
- Music/soundtracks: go to alt.binaries.sounds.anime
- General anime discussion: goes to rec.arts.anime.misc
- Hentai/erotica (pornographic) video: go to
alt.binaries.multimedia.erotica.anime
- Other hentai: go to alt.binaries.pictures.erotica.anime
- Manga: go to alt.binaries.pictures.manga
- eBay and other auction announcements and offers to sell or buy go to
rec.arts.anime.marketplace.

Unmarked off-topic materials, advertising (spam), cancel attacks, virus
infected binaries, and abusive cross postings are prohibited.

Justification:
This newsgroup already exists as a "rogue" newsgroup on several news
servers. This control (with charter) is intended to encourage the further
spread and acceptance of alt.binaries.multimedia.anime.highspeed.

Those that want and can handle highspeed posting that could exceed 500 MB
per day can post to and download from the a.b.m.a.highspeed group. Those
that want to retain the current alt.binaries.multimedia.anime posting limit
of 500 MB per day can continue to use the existing
alt.binaries.multimedia.anime newsgroup(s).

Posts to alt.binaries.multimedia.anime.highspeed should not be cross-posted
to alt.binaries.multimedia.anime nor any other anime video newsgroups,
including, but not limited to:

Most times it is too hard to aquire enough new content in a single day to
exceed the mother group's posting limits. "highspeed" makes "broadband"
redunant and increases the risk of the brief description rolling over its
single line.

Some of the above groups do have quiet periods but the list is fairly
complete unless there is a stealth group out there that I haven't heard of
yet.

The boilerplate prohibitions only banned 'abusive cross postings'.
Cross-postings that were under 500 MBs would not have been 'abusive' but the
risk of a mistake being made by forgetting to change a header or by a
clueless newbie that severely floods another group was deemed to high, hence
the x-post ban to other anime video groups.

The density helps to maintain the structure of the vast anime community on
Usenet by being definitive (and therefore dense) instead of being merely
implied.
