Let me suggest that this be a pictures group so it could get created on more
that just the premium servers and that you limit uploads to a reasonable
number per day. We used to encourage binary group proponents to discourage
those who liked to upload entire hard drives worth of files every night or
every other night; hard drives are bigger today.

I have no idea how moderated groups work in binaries, nor which groups
are active. I never look at binaries on Usenet.
Put the proposal in proper format and get the syntax of the newsgroups
file correct, with a proper description.
